A reflection on the physical foundation beneath the intelligent economy — and why compute, energy and access must be treated as one strategy, not three.
Artificial intelligence may appear to live in the cloud, but the cloud depends on physical infrastructure. Data centres require land, connectivity, cooling systems, equipment and large amounts of reliable electricity.
The International Energy Agency projects that global data-centre electricity consumption could more than double to approximately 945 terawatt-hours by 2030, with demand growing significantly faster than overall electricity use. This means that Thailand's AI ambitions cannot be separated from energy strategy.
Attracting data centres may bring investment, digital infrastructure and employment. But investment should not be measured only by the number of facilities announced. Thailand must ask: where will the electricity come from? Will demand increase pressure on households and existing industries? How efficiently will water and energy be used? Will the infrastructure support domestic innovation, or primarily serve external markets?
A national compute strategy should connect digital policy, energy planning, environmental responsibility and industrial development. Thailand could encourage facilities that use efficient cooling, renewable energy, transparent resource reporting and grid-support technologies. Investment incentives should distinguish between infrastructure that merely consumes resources and infrastructure that creates wider national capability.
Access also matters. If advanced computing capacity is available only to global corporations and the largest Thai companies, local universities, researchers and start-ups may remain dependent on expensive external services.
Thailand should therefore consider shared national or sectoral computing resources for research, public-interest projects and smaller enterprises. The objective is not state ownership of every data centre, but ensuring that infrastructure investment strengthens the wider ecosystem.
My research emphasised that technology environments influence behaviour and participation. At a national level, infrastructure design will influence who is able to participate in the intelligent economy. Compute capacity may become a new form of strategic infrastructure. But capacity without affordable energy, responsible governance and wider access will not automatically create national intelligence.
Thailand's AI future will not be built only in software. It will also be built through the energy, infrastructure and access decisions made today.
